  The Bali Art Festival as an event of preservation and development of the Nation culture especially Balinese Culture it was an huge grand idea of Prof. Dr. Ida Bagus Mantra, a child of our nation, and supported by humanist, artist, academics, the craftsmen and Balinese community, and facilitated by the provincial, district and city government, until now it has been held for the 33th. Bali Art Festival has been through a long journey full of dynamism and togetherness that involved everybody inside either directly or indirectly.

            Focusing the long journey of Bali Art Festival to the its original idea, so it was prepared a theme as a guide, either long-term theme and annual theme, and for the long-term theme 2011-2015 period is “Segara Giri”: Stepping traces of life” for the 2011 theme was: Desa, Kala, Patra: Self Adaptation in Multicultural, and the 2012 theme is “Paras-Paros”: Dynamism in Togetherness.

            It’s not an easy thing to actualize the theme in every concept of Bali Art Festival, it needs a deep comprehension of its context, form, function, meaning in an effort of preservation and development of Balinese culture, at once makes Bali Art Festival as an art event which gives entertainment, education,innovation,creativity, and current art adaptation unsures. From the exposure of the symposium sources, and developing discussion, had been able to be formulized a few basic idea as follows:

a.  The theme of Bali Art Festival 2012 is agreed Paras Paros: Dynamism in Togetherness.

b.    Paras – Paros: Dynamism in Togetherness is a local genius of Bali Society that has become a foundation of philosophy of Balinese community character of live which is manifested in behaviour, tolerance, compassion and self-sacrificing in harmony together.

c.      This theme needs to be socialized to the artists in the regency/city.

d.  Bali requires creative and innovative capabilities in the face universal phenomenon that is sustainable so that the dynamics of Balinese culture is able to changes. So it needs a holistic evaluation of Bali Art Festival 2012.

e.  Essence of the vision of Bali Art Festival needs to be reminded and sharpened, that is “realization of Bali Art Festival as a center for the superior Balinese arts and cultural representation in local, national and world scale that give cultural, education and economic benefits.

f.     Artists and humanist have not felt the increase in welfare from the description of the vision and mission of Bali Art Festival. There is a different way of awards between bureaucrats, legislatives and artists/humanists.

g.      Stage in Bali Art Center for the Arts and Cultures activities are divided into three:

·     Wagni Mandala (Stage )

·     Kriya Mandala (Stage for workshop and others activities/ madyama    mandala)

·    Jana Mandala (Public stage/area /kanista mandala)

h.  It needs to create a team of Bali Art Festival theme socialization to regency/city with the involvement artists, religious, humanist and academism.

i.   A guide book of Bali Art Festival parade needs to be created, MC so easily explains the theme of Bali Art Festival and parade procession.

j.  In the show should be put forward characteristic of representation, information and achievements as a definition of Bali Art Festival theme. It needs a curator team who has the task of selecting all the material on the implementation of Bali Art Festival that looks can truly represent the culture of excellent.

k.      The Theme of Paras Paros: Dynamism in Togetherness, is really be able to be realized into performance art, competition, parade, exhibition, parade, symposium and documentation, so that theme is not just a decoration.

l.   Meeting about Bali Festival Art theme needs to be carried out each year before the Bali Art Festival realization. That activity adds a deeper understanding about the theme for artists in the regency/city.

m.  The artists should be more creative with the theme set, because in every act would be found the essence of Paras-Paros: Dynamism in Togetherness.

 RECOMMENDATION

a. Local governments are expected to pay more attention to financial rewards to the Balinese artists and humanist, because there is a gap awards between artists and bureaucrat or legislative. 

b.  Bali Art Festival funds need to be improved to be able develop the artists creativity maximally, cause until now problem of founding remains a constraint.

c.      Cooperation between Culture Department and Listibya needs to be turned with organizing a meeting (seminars, gathering, etc) by involving the artists, religious, humanist, academic and Bali community overseas, in effort to strengthen the culture as a potential basic Bali building.

d.   Hegemony of the artists and humanist cease immediately.

e.   Regulation governors on observer, jury and resource person fees need to    be reviewed in order to pay tribute to artists and humanist.
